Minnesota packaging producer responsibility

HF 3577 — Packaging Waste and Cost Reduction Act (2024)

Minnesota's Packaging Waste and Cost Reduction Act (HF 3577, signed May 2024) requires producers of covered packaging to participate in a state-approved Producer Responsibility Organization. Producers fund collection, processing, and recycling of packaging materials. Producer reporting begins July 2025; fees begin January 2029.

Who is a producer in Minnesota?

The brand owner of products sold in covered packaging in Minnesota. De minimis exemption: producers under $2M in annual gross revenue or supplying under 1 ton of covered material are exempt.
